He was born in S. João da Madeira in 1937.
Graduated in Civil Engineering at the Faculty of Engineering of the University of Porto in 1961.
In 1973, obtained a PhD in Civil Engineering from the same University.
He attended the Institute of Social Studies in The Hague (Holland), where he obtained the Regional Development Planning Diploma in 1969. He studied in London at the Imperial College of the University of London, where he obtained a Master of Science in Transport Planning in 1971.
He was a professor at the Faculty of Engineering of the University of Porto in 1975. From 1980 until 1997, he was Professor at the same Faculty with responsibility for the Territory Planning, Transport Planning and Regional Development Planning.
Parallel to his academic career, he was Director of the Technical Office of the Planning Commission of the Northern Region from 1973 to 1975. He was in charge of the Management of the Commission between 1975 and 1978. From 1979 to 1985 he was Chairman of the Coordination Commission for the Northern Region.
He served as Minister of Education and Scientific Research between 1978 and 1979. He returned to the Government in 1985, having been Minister of Planning and Territory Administration until 1995. From 2002 to 2003 Minister of Public Works, Transport and Housing.
He was founder and first elected president of the Conference of Peripheral Maritime Regions of the European Union. He was also President of the Scientific Council of the same Conference.
He was a representative of the Portuguese Government and an individual expert in several technical commissions of the OECD and the Council of Europe.
He was responsible for the preparation and negotiation with the World Bank of the Integrated Development Program for Trás-os-Montes and Alto-Douro, and subsequently for its implementation.
He is decorated with the Grand Cross of the Military Order of Christ (Portugal - 2004), with the Grand Cross of the Order of the Infant (Portugal - 1980), with the Grand Cross of the Order of the Southern Cross (Brazil - 1987) and With the Grand Cross of the Order of Honor (Greece - 2002) and with the rank of Commander of the Order of Our Lady of the Conception of Vila Viçosa of Portugal (Portugal - 2002) and Chevalier de la Légion d'Honneur (France - 2008) .
He is a member of the Engineering Academy.
He is Member - Counselor of the Order of Engineers.
He was Vice-President of the Business Association of Portugal, Vice-President of the General Council of the Management School of Porto, non-executive Director of Parque Expo, SA, member of the Directorate of the D. Manuel II Foundation, President of the AEC-FEUP Board - Association of Former Civil Engineering Students of the Faculty of Engineering of the University of Porto, Member of the ESC - Economic and Social Council, member of the Board of Directors of the Ilídio Pinho Foundation, Chairman of the Board of the General Meeting of NQ - Energia, SA, Chairman of the Board of the General Meeting of Banco Comercial Português, member of the Board of Directors of the Serralves Foundation and Executive Director of the Luso-American Development Foundation.
He is President of the Board of Founders of Casa da Música.
He has published more than two dozen books and more than two hundred articles on subjects of his academic specialty or his political responsibility. Among the books are the following titles: "Theoretical Schemas and Models of Urban Spatial Structures"; "Notepad on how much we must do to prepare for the future"; "Regionalization"; "Development and Territorial Administration", "Speeches", etc.
He was administrator of AEP - ASSOCIAÇÃO EMPRESARIAL DE PORTUGAL. Member of the Board of Directors FLAD - LUSO AMERICAN FOUNDATION FOR DEVELOPMENT, non-executive member of the Board of Directors of MOTA ENGIL, SGPS, S.A. and chairman of the Fiscal Council of EFACEC, S.G.P.S., S.A. He was Administrator of the AEP Foundation.
It is the European Coordinator of SEA HIGHWAYS.
